An active construction site fails inspection for the same handful of reasons every time: a silt fence that’s blown out, a stabilized entrance tracking mud into the road, sediment leaving the site in the first hard rain, disturbed soil left bare too long. A failed MDE or county inspection means a stop-work order, fines, and a schedule blown apart, and most of it is preventable with eyes on the controls before the inspector shows up.

Marshall Property Management provides construction site inspections across Maryland and Delaware, run by personnel certified by both MDE (Erosion & Sediment Control, the Yellow Card) and Delaware DNREC (Contractor Training Program, the Blue Card), who install these controls for a living. We don’t hand you a report and walk. We tell you what’s failing, why it will flag, and we fix it.

Certified in Both States

Our inspections are run by personnel holding the Maryland MDE Erosion & Sediment Control certification (the responsible-personnel “Yellow Card”) and the Delaware DNREC Contractor Training Program certification (the “Blue Card”). The person walking your site is certified to make the call in either state, not reading from a generic checklist.

We Fix What We Flag

The advantage of being inspected by the contractor who installs the controls: you don’t get a punch list and a shrug. Silt fence, inlet protection, sediment traps and basins, stabilized entrances, seeding and matting. If we flag it, we can correct it the same visit.

Built around the site and where it is in the build. Maryland and Delaware projects, from rough grading through final stabilization.

Erosion & Sediment Control Compliance : Perimeter controls, the approved E&S plan versus what’s actually in the ground, and the failures that draw a violation. Run by MDE and DNREC certified personnel.

Stormwater & Drainage : Inlet protection, conveyance, outfalls, and discharge points, checked for sediment leaving the site and for controls that match the stormwater plan.

Grading & Site Prep : Disturbed area, slope stability, stockpile management, and whether earthwork is staged to limit exposed soil.

Sediment Control Devices : Silt fence, super silt fence, sediment traps and basins, inlet protection, and stabilized construction entrances, inspected for condition and correct installation.

Soil Stabilization : Temporary and permanent stabilization, seeding, matting, and mulch on areas that have sat exposed past the allowable window.

Site Housekeeping & Access : Mud tracking onto public roads, entrance condition, concrete washout, and debris, the everyday items that flag a site fast.

Aerial Drone Documentation : Dated overhead imagery of the whole site, included in the inspection record.

Dated aerial imagery becomes part of the inspection record for the owner, the engineer, and the file.
